V obrazložitvi izpodbijanih sklepov niso navedene konkretne ugotovitve glede vročanja odmernih odločb, ki so izvršilni naslovi, na podlagi katerih bi bilo mogoče napraviti zaključke o pravilni vročitvi in posledično izvršljivosti teh odločb. Zato ni zadostne podlage za zaključek, da je bilo za izdajo izpodbijanih sklepov relevantno procesno dejansko stanje v celoti pravilno ugotovljeno.
